I'm using the cable to plug my mic into my iTalk, but I can barely hear what I recorded.

Although the GarageBand XLR Cable matches the iTalk's line-level input, the volume problem may still exist if the mic needs extra power to be heard. If it's a condenser mic, you will probably need some type of preamp as well as the Cable.
