Can I "jog" or "scrub" through videos on my iPod?

Yes! Since the AirDock remote carries out the same functions as the buttons on your iPod, you can simply hold down the rewind or fast forward buttons to advance or go back through a video. Pressing these buttons only once will skip to the end or go back to the beginning of the video file.
