What's the sliding part of the belt clip for?

The sliding mechanism is a lock for the belt clip. When you open the belt clip, as if to clip it to your belt, slide the lock toward the belt clip's hinge to "lock" it into the open position. This is helpful when you want to set the iPhone on a flat surface and watch a video in landscape mode.

Press on the clip and slide the lock in the opposite direction to "unlock" the clip from this position.
