My FireWave's volume controls only work when Pro Logic II is on. Is this normal?

Yes, this is normal. The sliders in the volume pane, specifically Master and Trim, will still move when Pro Logic is off, but you can only hear the difference when Pro Logic is on. The reason is that with Pro Logic off, the FireWave is defaulting output volume control to the 5.1 system.
