Is this charger compatible with a 3rd Generation iPod shuffle?

Yes, you can charge your iPod shuffle with the PowerBlock and PowerJolt if you use its Apple-supplied USB cable and plug the USB connector into the charger.

Please note that the shuffle cannot charge and play at the same time.
